The COVID-19 pandemic is changing the global order and reshaping the balance of power on the world stage. Elsa Kania, ISW’s Non-Resident Fellow in Indo-Pacific Security, recently published a detailed report examining China’s response to the COVID-19 pandemic. The Chinese state and military’s coordinated nationwide response to the COVID-19 pandemic tested their national defense mobilization and civil-military fusion strategies.
